Jesus commissions His disciples' "As the Father sends Me, I also send you." Almost immediately after having said these words, Jesus steps forward and breathes on the disciples saying, "Receive the Holy Spirit." It's clear He means them to understand they are receiving the same assets given to Him, the unrestricted enablement of the Holy Spirit.
